The Government Relations Practice of Turk Law Group, PLLC
When your matter sits with the federal government — a clemency petition, a sanctions designation, an agency that will not move — you need an advocate who has worked inside it.
Gavin Gumbinner spent more than two decades as a special agent of the Federal Bureau of Investigation, rising to Supervisory Senior Resident Agent — the agent in charge of the FBI’s Fort Pierce, Florida office within the Miami Division — before retiring from the Bureau in 2021.
That career is the foundation of this practice. Gavin understands how federal agencies actually make decisions: how cases are opened, how they are charged, how the Department of Justice thinks, and what a persuasive submission looks like from the receiving end. As lead of-counsel of the firm’s government advocacy section, he brings that inside perspective to clients whose futures depend on a decision made in Washington.
He serves Of Counsel to Turk Law Group, PLLC and sits on the board of the American Rights Alliance, a Florida constitutional-rights nonprofit.
Government relations is not lobbying for bills. It is disciplined legal advocacy for people and businesses whose matter sits inside the machinery of the federal government — prepared like a case, presented with credibility, and pursued through the right door.
Pardon and commutation petitions built as complete narratives: the record, the rehabilitation, the support, and the reason the request deserves a yes.
Delisting petitions, specific license applications, and compliance navigation for individuals and entities facing Treasury sanctions designations.
When an agency decision is wrong, stalled, or misinformed: structured advocacy to the officials with authority to fix it, supported by a record built to persuade.
Counsel for matters that touch Washington — coordinating legal strategy, communications, and timing when the government is on the other side of the table.
The firm behind this practice wrote the book on planning before the crisis. The same philosophy governs federal advocacy: outcomes are never promised — credibility, preparation, and process are.
We master the record before we say a word: the history, the documents, the equities, and the decision-maker’s own rules and precedents.
A petition or advocacy package built to survive scrutiny from people who read for a living — because that is who reads it.
Federal matters move slowly and reward persistence. We track, supplement, and press the matter through decision.
